BACKGROUND

Thomas R. Creal — Government Leadership, Global Finance & International Asset Recovery

Thomas R. Creal has built a career at the intersection of finance, government, and international investigations. His background spans work with the FBI, leadership in Illinois state government, senior responsibility in forensic accounting, and international assignments involving corruption, sanctions, and the pursuit of stolen assets.

Throughout his career, Creal has worked with world leaders, presidents, senior government officials, and international advisers on sensitive financial matters. These engagements have required financial expertise, discretion, and an ability to navigate the relationships between governments, financial institutions, and investigative authorities.

Accounting Expertise & Government Leadership

A Certified Public Accountant and Certified Fraud Examiner, Creal developed expertise in financial investigations and case building for civil fraud litigation. He served as Partner-in-Charge of forensic accounting at a large CPA firm and as Chief of Staff for the Office of the Illinois State Comptroller, combining private-sector experience with public-sector leadership.

He also helped develop the capabilities of other investigators. During the 1990s, he led an advanced training program for FDIC and Resolution Trust Corporation professionals pursuing bank and savings-and-loan fraud.

United Nations Service & Work with World Leaders

Creal served as a United States national appointed as a financial expert to the United Nations Panel of Experts concerning Liberia, supporting the work of the UN Security Council’s Liberia sanctions committee. His service involved investigating financial networks and tracing assets associated with former President Charles Taylor.

His work in Liberia extended into the administration of President Ellen Johnson Sirleaf, when the government retained Creal and other advisers to explore avenues for recovering assets. Such assignments placed him in an international environment where financial evidence, national interests, and relationships with senior leadership intersected.

His experience engaging world leaders reflects the broader demands of international asset recovery: understanding the movement of money while working with the people and institutions capable of supporting action across borders.

Afghanistan & International Financial Investigations

In Afghanistan, Creal served as lead forensic accountant for a U.S. military task force investigating the flow of funds to malign actors and insurgent networks. His work included tracing financial activity, developing cases, and supporting recommendations for recovering money.

This assignment connected forensic accounting with international security, examining how corruption and financial relationships could undermine institutions and sustain conflict.

A Career Across Borders

Creal’s broader international background includes work involving Libya, Switzerland, São Tomé, Liberia, and Afghanistan. These experiences have strengthened his understanding of cross-border finance, sanctions, government relationships, and the challenges of pursuing assets through multiple jurisdictions.

Across government service, private practice, and international investigations, Thomas R. Creal brings together financial discipline, investigative judgment, and experience working with senior leaders. His career is defined by a commitment to following the money, uncovering complex financial relationships, and pursuing accountability where the stakes extend beyond any single organization or country.
